CALL TO ORDER
Mayor Packer called the meeting to order at 7:30 pm with the following statement: "Adequate notice of this meeting has been provided by adopting a schedule of meetings for 2023 which was sent to the South Jersey Times and Courier Post on January 9, 2023 and posted on the bulletin board in the Municipal Building conforming to the directives of the “Open Public Meetings Act”"

CLERK'S REPORT
The Municipal Clerk reviewed their report. On File
PUBLIC PORTION
- Robbie Conley, 318 Elm Ave- They spoke on their concerns with the speeding on Elm Ave. Chief Ryan acknowledged and addressed the concerns. They inquired about permits for house flipping in town, citing some concerns about proper inspections.
- Michael McCabe, 454 Elm Ave- They spoke as the "Property Maintenance Liaison" for the municipality regarding permitting and house flipping. Mayor Packer encouraged a meeting with Councilman Gambale, West Deptford Construction and Woodbury regarding the matter.
ENGINEER'S REPORT
Mr. Brunermer delivered the Engineer's Report. Topics included the Walnut Phase II project and the Candidus Pump Station. Mayor Packer inquired about flooding in the Summit. Ryan Wells, PPWM, noted much improvement.

DISCUSSION: Elm Ave / County Rte 652 Speed Limit
A discussion ensued regarding speeding on Elm. The governing body elected to commission a project and coordinate with the Woodbury PD in 2024 to resolve the issue.

- Finance- Councilwoman Witasick reviewed the finance report. On File
- Recreation- Councilman Aregood reviewed past and upcoming community events. He complimented the Borough Engineer's holiday tie, for the record.
- Property- In Councilman Gambale's absence, his report is on file.
