Trustees: Ms. Shapiro, Ms. Caimano, Ms. Bartlett, Mr. Goralski, Ms. Nichols, Mr. Antis, Ms. Hogan, Ms. Vanderminden, Mr. Barcomb, Ms. Eddy, Dr. Blood, and Mr. Toomey.

Call to Order
President Shapiro called the meeting to order at 4:31 p.m. Quorum was established.

Department Reports
Assistant Director
Ms. Forshey thanked the Friends; the monies they gave for a staff holiday party provided lunch for staff after an all-staff meeting today. Coach's Corner Food Truck offered a variety of lunch choices; it was wonderful, and everyone enjoyed it. Mr. Dickinson and Ms. Berg installed the new Pollinator Garden in the Park this week; they planted native plants to attract pollinators; the garden is in partnership with ADKAction.[1] June 20-25, 2023, is National Pollinator Week, and we have programming events planned; ADKAction has supplied books, bookmarks, action kits, and seeds.

Children’s Department
Ms. Farrar discussed the April report, including programming for the April School Break and National Library Week. All Children's Department staff attended the New York Library Association (NYLA) Youth Services Section (YSS) Spring Conference in Lake George; it was great that all staff could attend the conference. Ms. Farrar discussed the programs they enjoyed the most, which included ones they felt were very beneficial to the Department. The Department is working on school outreach to promote the Beanstack Summer Reading Program. Watch for the summer calendar shortly; Ms. Ziegler will have it ready soon.
Ms. Naftaly informed the Board that Ms. Farrar was responsible for the YSS Spring Conference as a member of the NYLA YSS Team; kudos to Ms. Farrar for all the hard work!

Written report submitted.
Circulation Services
Ms. Costa stated the Circulation Department had another great month in April, with over 3,400 hold items; we are seeing an increase in people coming in, including from surrounding towns. Ms. Costa outlined patron transactions, materials sent, and materials received, by the library, in the April written report. The Department continues to issue new library cards to patrons, which they are always happy to provide. Since going fine-free in January, over 1,000 lost material items have been returned. At Mr. Antis's request, Ms. Costa will break down new library card transactions by the town/municipality for next month's report.
Development Department
Ms. Barrios reported on the SALS Annual Meeting held on May 15, 2023, in Saratoga Springs, where Crandall Public Library won the 2022 Program of the Year Award for the George Takei event; we are very excited to have received the award. Mr. Antis, Ms. Caimano, Ms. Shapiro, and Ms. Forshey also attended the SALS meeting. The Development Department is currently working on possibly changing directions for the fundraiser in the fall, a topic during tonight's executive session.
Folklife Department
Mr. DeGarmo shared a pass-around packet; the information was not ready to be added to Boardable. Mr. DeGarmo also shared the sad news that Ralph Lee, Artistic Director of the Mettawee River Theatre Company, passed away last week; on a more positive note, the Folklife Center at Crandall Public Library was mentioned several times in his obituary in the New York Times.[2] Mr. DeGarmo gave details of the upcoming Folklife Center 30th. Anniversary Festival in City Park on July 25, 2023, he supplied Board members with yard signs promoting the event.

Ms. Shapiro shared information with the Board about the Westport (Connecticut) Library's recording studio; they are adding a "record label" to their roster of services.[3]

Facilities
Mr. Dickinson has been working with Mark, the representative from Fusion Systems Engineering; he could not attend tonight's meeting but will be at the June meeting to discuss the Boiler Redesign Project. Mr. Dickinson explained the different options presented by Fusion Systems Engineering, a discussion ensued, and Mr. Antis requested information on the project be uploaded to Boardable before the June meeting.
Friends of Crandall Library
Ms. McDowell shared bookmarks promoting the Books on Carts In the Park Sales, the first sale is on June 14, 2023, and there will be music by the Warren County Ramblers; they hope for a good turnout. The second and third sales are July 12 and August 9. The book sales are held from 10:00 a.m. to 2:00 p.m. The Friends are stopping book donations for June to focus on the summer book sales. Ms. McDowell shared a sample Memorandum of Agreement (MOU) with the Friends Board; Ms. Shapiro, Ms. Bartlett, and a couple of members from the Friends Board will meet to put an MOU between the Friends and the Library in place. Ms. Forshey and Ms. McDowell will share the information at the Friends' next board meeting. For complete book sale details, visit the website.[4]

Treasurer’s Report, April 2023
Mr. Barcomb reported the revenues are 63.4%; as of April 2023, expenses are 28.8%. April is 33.3% of the 2023 budget year. Mr. Barcomb explained the budget revisions as outlined in the report.
Approval of Claims Auditor Reports, April 2023
Acceptance of the Claims Auditor Reports for April 2023 bills and payroll; there were no issues in April.

Mr. Barcomb reported that the joint Committees meet in April and May; they will meet again on June 13, 2023, at 10:00 a.m. in the Holden Room; they are making good progress on the 2024 Budget.

SALS
Ms. Shapiro discussed the SALS Annual Meeting held on May 15, the Library Trustees and staff who attended (listed in Ms. Barrios's report), and SALS Director Sara Dallas's fiery speech and chant: "Free People Read Freely." Mr. Antis added that he spoke with Lauren Moore, New York State Librarian, who was the event's guest speaker; they discussed the cost of eBooks; New York State is negotiating with publishers on the cost of eBooks for schools and, hopefully, libraries will be able to receive a lower price as well.
Director’s Report & Action Items
Ms. Naftaly started by passing along a patron's request to thank the Board for the Fine Free Policy; the patron; was unable to return items for a couple of days passed the due date and was grateful there were no fines to pay. Today an all-staff meeting was held; Ms. Naftaly discussed that Warren County issued a State of Emergency due to the migrant crisis, and she informed staff that anyone, including the migrants, is free to use our services, the literacy services, and is welcome here. In keeping with being welcoming, we will have a pride display for June, and Ms. Naftaly will be staffing a Library table at the Glens Falls Pride Event on June 4, 2023; she wants everyone in our community to understand that the Library is for everybody, we are welcoming to all. Ms. Naftaly discussed a Department of Energy Grant, which, if awarded, could assist with the cost of the Boiler Redesign Project; there are upcoming informational meetings, and more information will be forthcoming. Ms. Naftaly explained the action item.

Old Business
Ms. Caimano gave an update on the Trustee terms ending on December 31, 2023. The Queensbury Trustees, Ms. Nemer, Mr. Goralski, and Dr. Blood, are running again. Ms. Eddy from Moreau and Ms. Vanderminden from Glens Falls will not be running again; there is an interested candidate from Glens Falls, and the current Moreau Trustees will spread the word to try and find an interested candidate from Moreau. Signed petitions are due by July 13, 2023.
New Business
Resolution against Book Bans
The resolution was shared with the Trustees through Boardable.
Executive Session
Discuss the change to the 2023 Henry & Betsy Crandall Award recipients and the Director's evaluation. No actions were taken from the executive session. The Ad Hoc Henry & Betsy Crandall Award Committee will meet again, and more information will be forthcoming for this year's award recipient(s).
