President Caimano called the meeting to order at 4:32 p.m. Quorum was established.

Department Reports
Assistant Director
Ms. Forshey gave an update on the Library Speakers Consortium that we contracted back in June; the virtual author talks launched in July. The Consortium holds approximately three virtual author talks a month; so far, we have offered nine events with 283 individual participants; 36 watched the events live, and the remaining participants watched the archived programs. The recordings are available on the Library website for people to watch at their convenience. Ms. Forshey listed the upcoming October Author Talks.

Adult Services
Ms. Boyer reported that the Reference Department has returned to in-person events. The fall film festival has started, and tomorrow they are holding an Understanding Medicare Program to tie in with the senior living programs that the Department is currently featuring. On October 18, 2022, local photographer Peter Benoit will present Antarctica: A Journey to the Southern Ocean – travel photos captured during his National Geographic Expedition. The Department is collecting personal hygiene products to assemble kits for women in underprivileged countries for The 2022 Great Give Back – A Day of Service at Public Libraries. A Get to Know Series will start in November with - Get to Know Libby on November 7, 2022.
Children’s Department
Ms. Farrar discussed the summer reading program statistics in her report. The Children’s Department had about the same number of children registered in this year’s summer reading program as they did in 2019; it was a nice milestone to reach pre-pandemic numbers again. She also noted a higher amount of active participation after the initial registration. The toddler, preschool, and after-school in-person programming has started up again. The Department has a Field Trip to the Fire House on October 7, 2022. October outreach includes the annual Trunk or Treat Event at the Moreau Recreation Park and a Career Fair with a group from the local Boards of Cooperative Educations Services (BOCES).

Folklife Department
Mr. DeGarmo reported on highlights from the Champlain Valley National Heritage Partnership (CVNHP) Annual Summit he attended in September. The Champlain Valley Suffrage Auto Tour that Ms. Dolton, Folklife Librarian, participated in; won the Champlain Valley’s First Director Award for the outstanding program; congratulations to Ms. Dolton. The CVNHP Assistant Director informed Mr. DeGarmo of a new CVNHP initiative: Champlain-Adirondack Biosphere Network (CABN) is an internationally recognized network that connects people and organizations working to build harmonious relationships between people and the environment.[1] He suggested that because the Folklife Center’s Champlain Canal Stories would tie in with the 2024 CABN Grant Initiative’s goal of connecting people and the environment, the Department should send a letter of intent to apply for the grant. Tomorrow evening is the reception for the Always Pleasing & Cheerful Exhibit, followed by an illustrated talk with Jamie Franklin, Curator of the Bennington Museum.

Treasurer’s Report, August 2022
Mr. Goralski reported the revenues are at 72.9%; as of August 2022, expenses are 50.1%. August is 66.7% of the 2022 budget year. Mr. Goralski explained the budget revisions as outlined in the report.
Approval of Claims Auditor Reports, August 2022
Acceptance of the Claims Auditor Reports for August 2022 bills and payroll; there were no issues in April.

SALS
Ms. Shapiro reported the SALS meeting was held in person for the first time since the pandemic shutdown. Their annual budget was discussed and sent to the member libraries for approval. SALS plans to approve the budget at the October meeting.
Director’s Report & Action Items
Ms. Naftaly reminded the Board that early registration for the New York Library Association (NYLA) annual conference in Saratoga Springs closes on October 8, 2022; anyone interested in attending should let her know as soon as possible. Ms. Naftaly updated the Board on the progress of this Friday, September 30, 2022 - Henry Crandall Award Gala honoring Dr. Jim Morrissey, the tickets sold out, and she thanked the administrative staff for their hard work. She is looking forward to the event; we are excited to honor Dr. Morrissey, who has done so much for our community. Ms. Bartlett and Ms. Naftaly discussed changes to virtual meetings now that Governor Hochul has ended the pandemic state of emergency; after they reviewed the information, they recommended that the Board return to the same Board meeting procedures as before the pandemic. The Board can enact a resolution to hold virtual meetings in the event of extraordinary circumstances, as outlined in Chapter 56 of the Laws of 2022, amending the Open Meetings Law (OML). Discussion ensued. The Board ultimately decided to return to the pre-pandemic procedures and will enact a resolution in the future if necessary. Ms. Naftaly explained the action item.

New Business
Library Vehicle
Ms. Naftaly started the vehicle discussion by referring to the Library’s Strategic Plan:
Year 1: Pop-Up Story Times in parks, sporting events or at places of commerce where families gather. Honor our historic foundation of the printed word by trying adult-centered book groups in non-traditional venues.
Year 1: Explore “big-idea” opportunities; availability of grants or other funding to pay for items such as remote book drops with informational signage, hybrid or electric vehicle, material vending machines, traveling WiFi access (e.g., hotspots) and micro-branches (areas in Community Centers, Town Halls, etc.). Grow personnel and infrastructure to support more work.
Year 1: Late in the year or early in Year 2 write grants, fundraise, or negotiate MOUs with appropriate vendors to begin these larger projects.
Year 1-5: Staff will be provided with the tools, training and designated time to create, produce and execute new or retooled initiatives.
Ms. Naftaly explained Mr. Dickinson’s search of multiple local dealerships for a vehicle that would fit the needs of the Mobile Library, big enough for the necessary supplies yet small enough to be parked behind the Library building and handle more like a car. The 2022 Ram ProMaster® City Cargo Van fits all of our requirements (Ms. Naftaly passed around a photo of the van). Mr. Dickinson acquired multiple quotes from the area dealerships, and Ms. Naftaly discussed the necessary interior safety barrier and the future purchase of an awning and advertising vehicle wrap. Mr. Antis question the proper purchasing procedure for this type of expenditure. The Board agreed to make a motion to purchase the vehicle contingent upon legal clarification; is the Library required to Request for Proposal (RFP) to purchase this vehicle?
Board Resignation
Ms. Caimano read Ms. Rainwater's Letter of Board Trustee Resignation, effective September 23, 2022.
Ms. Shapiro discussed the book challenges libraries face and asked the Board to consider joining Unite Against Book Bans to help in the fight against censorship.[2]

A Motion to adjourn was made by Ms. Nichols, seconded by Ms. Swanson. Motion carried unanimously. The meeting adjourned at 5:42 p.m.
