    1. Permission for Tisha Dolton to speak and present The Suffragist Tea Cozy Project - a Pop-up Folk Art Exhibition at the 2022 Annual Conference of the Association of Public Historians of NYS in Kingston, NY, September 19-21, 2022. Cost: Registration (including workshops, working lunches, and dinners), hotel, and travel, not to exceed $650.00.
    2. Permission for Todd DeGarmo to attend the 13th annual International Summit hosted by the Champlain Valley National Heritage Partnership, Sunday-Monday, September 18-19, Hotel Saranac, Saranac Lake, NY. Cost: Hotel, travel, and meals not to exceed $600.00.
    3. Permission for up to eight staff and trustees to register for the NYLA Annual Conference in Saratoga Springs, NY; Wednesday, November 2, 2022, through Saturday, November 5, 2022. The early-bird registration deadline is Saturday, October 8, 2022. Cost: Registration: between $235 to $350 each; food $50.00/diem (breakfast/lunch) and travel with standard IRS rate of 62.5 cents/mile.
    4. Approval to change library hours beginning the week of Monday, September 12, 2022, as follows:

Call to Order

President Caimano called the meeting to order at 4:32 p.m. Quorum was established.

The Board passed around this month's Correspondence and Press.

Department Reports

Assistant Director

Ms. Forshey reported that she has been working with the New York State Department of Health, and we will be hosting two COVID-19 vaccination clinics for children and adults; here at the Library. The first is this Saturday, August 27, 2022, from 10:00 a.m. to 4:00 p.m., and the second is Saturday, September 24, 2022, from 10:00 a.m. to 4:00 p.m. Registration is recommended, but walk-ins are also welcome.

Adult Services

Ms. Boyer informed the Board that ninety people participated in the Wednesday night raffle that the Reference Department held to coincide with the Downtown Glens Falls Take A Bite. The next film series will start in September, on Tuesday evenings, there will be six films in the series. The Department also has a couple of author events scheduled; they are excited to return to in-person programming.

Children’s Department

Ms. Farrar discussed that the summer reading program is winding down; it runs through September 7, 2022. There was strong participation this year, with the numbers close to the 2019 pre-pandemic level. The Department is working on its fall programming schedule, with smaller indoor programming events, a Nature Fest outreach program in Moreau State Park, and a Homeschool Information Fair. Tomorrow is the annual Teddy Bear Picnic in City Park.

Development Department

Folklife Department

Mr. DeGarmo reported approximately fifty people participated in the Crochet Lettuce Coral Program on August 10, 2022, with a reception for the Crochet Coral Reef display in the Folklife Gallery later in the day. The Folklife Department had a booth at the Glens Falls Arts District Block Party, hosted by The Park Theater Foundation. Mr. DeGarmo shared the screens used at the block party, advertising the Folklife Center's fall programming. The upcoming Symbio and Tommy Sands concerts will be held both in the Library on Thursday evenings and as outreach programs on Friday evenings at The Depot in Cambridge. The new Shutter Squad group started up this past week. Mr. DeGarmo discussed the audio system.

Facilities Update (written report)

Ms. Naftaly reported that we are waiting on the lead architect of the roofing project for the final sign-off. A wasp-infested tree in the Park was treated; the species of wasps are harmless to humans but were causing concern for outdoor programming patrons. The new flagpole is in place, and Mr. Dickinson is working on obtaining bids for the interior plasterwork. 

Friends of Crandall Library

Ms. Shapiro reported that the summer's last Books on Carts in the Park Sale was held on August 17, 2022, and made $2,144.46; the total of the three book sales was $5,895.23. Ms. Shapiro stated they are currently processing book donations, which continue to come in. The Friends are holding a meeting in September.

Approval of Board of Trustees Minutes: July 27, 2022

Motion to approve the Board of Trustee’s Minutes of July 27, 2022, was made by Ms. Swanson, seconded by Mr. Antis. Motion carried unanimously.    

Treasurer’s Report, July 2022

Mr. Goralski reported the revenues are at 70.0%; as of July 2022, expenses are 45.2%. July is 58.3% of the 2022 budget year. Mr. Goralski explained the budget revisions as outlined in the report.

Motion to accept the Treasurer Report and approve the Budget Revisions was made by Ms. Shapiro, seconded by Ms. Vanderminden. Motion carried unanimously.  

Approval of Claims Auditor Reports, July 2022

Acceptance of the Claims Auditor Reports for July 2022 bills and payroll; there were no issues in July.

A Motion to accept the Claims Auditor Reports was made by Mr. Antis, seconded by Mr. Goralski. Motion carried unanimously.

Approval of the Probationary Appointment of Cheyenne Suddard, Cleaner, effective August 8, 2022, at an annual salary of $29,071.

Approval to remove Maureen Tuttle, PT Librarian I, effective July 20, 2022. 

Motion to approve the two Personnel items was made by Mr. Antis, seconded by Mr. Goralski. Motion carried unanimously.  

SALS

Ms. Shapiro stated there was no SALS report this month.

Director’s Report & Action Items

Ms. Naftaly informed the Board that Ms. Chandler has taken a leave of absence. The new date for the Henry Crandall Award dinner is September 30, 2022. The event time and location remain the same, 6:00 p.m. at the Queensbury Hotel. Ms. Ziegler has stepped up to help coordinate the event. Ms. Naftaly discussed that the search continues for a larger venue for the George Takei event in October. The Board must codify a written policy to continue to hold virtual meetings after the New York State COVID-19 state of emergency ends. Ms. Bartlett and Ms. Naftaly will be working on reviewing the amended information to the Open Meetings Law; if any other board members would like to volunteer to assist, please let them know. Next week Ms. Naftaly and Mr. Dickinson will be test-driving a 2019 Chevrolet 2500 Cargo Van. Discussion ensued concerning the information previously discussed with the Board on the ideas/uses for the vehicle. Ms. Nemer wanted to go on record stating - “It is not the job of the Board to micromanage the day-to-day operations of the Library; in concept, the van is a great idea. It was brought to our attention that it would be multi-use; that is enough information for right now. Once the van is actually here, we will be kept apprised; again, it is not our job to micromanage day-to-day operations.” Ms. Naftaly explained that the creation of a written vehicle plan document is dependent upon the van purchased; next week is only a test drive. A complete vehicle plan will consist of staff drafted procedures and board approved policies as they pertain to the purchased vehicle and activities associated with it. She will keep the Board updated throughout the process. Ms. Naftaly and Ms. Winters discussed changing our employee benefits broker for 2023, purchasing cyber insurance, and remaining with our current broker for the building and general liability insurance policies.

The recommendation was made to poll members not in attendance at tonight's meeting to see if there is any interest in changing the date and time of the board meetings for 2023. It was ultimately decided that changing the time of the meeting was unnecessary.

Review of employee performance evaluation documents.
