Notice is hereby given that the Hillsboro Fire Protection District of Jefferson County, Missouri will conduct its Regular Board of Directors meeting at the Hillsboro Fire Protection District Station #1, in the Boardroom, located at 120 5th Street, Hillsboro, MO 63050 on the 9th day of September 2020 at 7:00 P.M. CST.

 

Due to COVID-19, the Board Room is currently restricted to 25% capacity. All members of the public may join and interact with the Board Meeting using the information below.

      Still awaiting completion of the predesign project. COVID has put a stop to the meetings for now.

    1. Missouri Ethics Commission Conflict of Interest Ordinance

      Ordinance 20-13. Missouri Ethics Commission Conflict of Interest. We are required by section 105.485.4 of the Missouri Revised Statue's to adopt this ordinance to prevent all employees and agents of the district to file annual MEC disclosures. A copy of the ordinance is attached, however it is at the Attorney's for review and some minor changes may be made by the Board Meeting.

    2. Hiring of New Volunteers

      Volunteer Division Coordinator and his team have interviewed and recommended several candidates for Volunteer Firefighters and I am recommending the Board of Directors offer them a position as Volunteer Firefighters. The individuals are

      3. Taylin Leclere

      4. Madeline Remes

      5. Greg Rose

    3. Employee Assistance Program

      It is time to renew the annual employee assistance program that we provide for our paid and volunteer firefighters. There is no cost increase from last years contract and the price is $4.97 per member per month.

    The tentative agenda of this meeting also includes a vote to close part of this meeting pursuant to RSMo 610.021 subsection (3) entitled Hiring, Firing and Disciplining or promoting of employees.

Meeting Opening

Call to Order

The regular monthly Board of Directors meeting of the Hillsboro Fire Protection District was called to order at 7:00 PM, 120 Fifth Street, Hillsboro, MO 63050. Present were President Gary Boyer,  Treasurer Matt Woods and Secretary Marcy Wokurka. Fire Chief Brian Gaudet and Deputy Chief Jason Darain were also present. Director Gary Boyer will “Chair” the meeting and he announced that a quorum was present. Fire Chief Brian Gaudet recorded the minutes.

Approval of Consent Agenda

Motion to approve the consent agenda

Addition or Deletions

Director Gary Boyer asked if there were any additions or deletions to the agenda. Chief Gaudet asked to add item 9.3 under New Business titled Employee Assistance Program Renewal. Director Boyer made a motion to approve the agenda with the addition of item 9.3 under New Business. The motion carried without objection.

Director Wokurka presented the Board with the July 8th, 2020 Regular Board of Directors Meeting minutes. After review Director Matt Woods made a motion to approve the minutes as prested. The motion carried without objection.

Treasurer Matt Woods gave the financial report for month ending July 31st, 2020.Total in all District accounts   $970,925.67Liabilities                                 $0.00Director Gary Boyer made a motion to file the treasurer's report for audit. A detailed treasurer's report is attached hereto and made part thereof.

Approval of Ordinance for Disbursements and Paying of the Bills

Treasurer Matt Woods presented the Board of Directors with Ordinance 20-12 to appropriate funds to pay claims and demands for the month of July 2020. Director Gary Boyer made a motion to approve Ordinance 20-12 as presented and a roll call vote was taken with the following outcome:Director Gary Boyer - AyeDirector Matt Woods - AyeDirector Marcy Wokurka - AyeOrdinance 20-12 passed without objection

Fire Chief's Report

Previous Month's Alarm Report

For the month of July 2020, Chief Gaudet reported that the district ran 101 alarms. The district had a mobile home fire off of Brittany Lane on 7/24/2020. It was a total loss with $55,300.00. There were no injuries

Chief Gaudet discussed the written report attached to the official minutes and gave an update on district activities.

Predesign Services

Chief Gaudet reported the predesign project is almost complete. We are hoping for a presentation at the October Board of Directors Meeting. 

New Business

Missouri Ethics Commission Conflict of Interest Ordinance

Chief Gaudet presented the Board of Directors with Ordinance 20-13 An Ordinance of the Hillsboro Fire Protection District of Jefferson County Missouri, to Establish a Procedure to Disclose Potential COnflicts of Interest and Substantial Interests for Certain Officials. Chief Gaudet stated this ordinance is required by the Missouri Ethics Commission and must be renewed every 2 years. After reading of the Ordinance Director Gary Boyer made a motion to approve Ordinance 20-13 as presented and a roll call vote was taken with the following outcome:Director Gary Boyer - AyeDirector Matt Woods - AyeDirector Marcy Wokurka - AyeOrdinance 20-13 passed without objection

Employee Assistance Program

Chief Gaudet reported that he had received just prior to the meeting the contract to renew the Employee Assistance Program through Personal Assistance Services for the upcoming contract period 10/1/2020 - 9/30/2021. The cost is $4.97 per month per employee. There is no increase in price from this period. Director Boyer made a motion to approve the contract with Personal Assistance Services. The motion carried without objection.

Closed Executive Session

RSMo 610.021 subsection (3) entitled Hiring, Firing and Discipling or promoting of employees

At 7:20 P.M., Director Gary Boyer made a motion to close the public portion of the meeting and go into a executive closed session. A roll call vote was taken with the following outcome:Director Gary Boyer: AyeDirector Matt Woods: AyeDirector Marcy Wokurka: AyeAt 7:30 P.M. Director Boyer made a motion to reopen the public session. The motion carried without objection.Director Boyer announced that one vote was taken in the closed executive session to release Luke Voisey as a volunteer Firefighter with the following outcome:Director Gary Boyer: AyeDirector Matt Woods: AyeDirector Marcy Wokurka: AyeThe motion carried without objection

Adjournment

Being no further business to come before the Board of Directors, Director Boyer made a motion to adjourn the meeting at 7:31 P.M. The motion carried without objection
