Meeting Opening

Call to Order

The regular monthly Board of Directors meeting of the Hillsboro Fire Protection District was called to order at 7:00 PM at via Zoom and Youtube Live, 120 Fifth Street, Hillsboro, MO 63050. Present were President Gary Boyer, Treasurer Matt Woods, and Secretary Marcy Wokurka as well as Fire Chief Brian Gaudet and Deputy Chief Jason Darian. Director Gary Boyer will “Chair” the meeting and he announced that a quorum was present. Fire Chief Brian Gaudet recorded the minutes.

Approval of Consent Agenda

Addition or Deletions

Director Gary Boyer asked if there were any additions or deletions to the agenda. There were none. Director Boyer made a motion to approve the agenda as presented. The motion carried without objection

Approval of Minutes

Previous Months Minutes

Secretary Marcy Wokurka presented the Board with the April 8th, 2020 minutes. After review Director Matt Woods made a motion to approve the minutes as prested. The motion carried without objection.

Financial Report

Previous Months Financial Report

Treasurer Matt Woods gave the financial report for month ending April 30th, 2020.

 Total in all District accounts   $1,106,226.52

Liabilities                                 $12,730.68

Director Gary Boyer made a motion to file the treasurer's report for audit. A detailed treasurer's report is attached hereto and made part thereof.

Approval of Ordinance for Disbursements and Paying of the Bills

Treasurer Matt Woods presented the Board of Directors with Ordinance 20-08 to appropriate funds to pay claims and demands for the month of April 2020. Director Gary Boyer made a motion to approve Ordinance 20-08 as presented and a roll call vote was taken with the following outcome:Director Gary Boyer - AyeDirector Matt Woods - AyeDirector Marcy Wokurka - AyeOrdinance 20-08 passed without ojection

Fire Chief's Report

Previous Month's Alarm Report

For the month of April, Chief Gaudet reported the district ran 54 calls. It was a very slow month.

Fire Chief's Report

Chief Gaudet discussed the written report attached to the offical minutes. Director Woods asked the status of the new fire truck and Deputy Chief Darain gave an update to the Board. It may be done in September, but could change due to the Coronavirus. 

Communications

MEM Grant

Chief Gaudet reported that we have received a grant from Missouri Employers Mutual for a remote control deck gun. This will be installed on our new apparatus. This will keep us safe by not having to climb on top of the fire truck to operated the deck gun and will help because we are short staffed.

Jefferson Foundation Grant

We were notified that we did not receive any funding from this round of Jefferson Memorial Foundation money. 

Old Business

Tax Increase

Chief Gaudet  explained to the Board that with the ongoing COVID-19 outbreak, not one single member of the Hillsboro Fire Protection District feels that it is appropriate to continue with any sort of a campaign. The tax measure is on the ballot and it is our feeling that whatever happens on June 2nd, happens. If by some miracle it passes, great, if not we will reevaluate in the future. The Board was all in agreeance that this is the way to go.

New Business

District Emergency Declaration

Director Boyer presented the Board of Directors with Ordinance 20-9 entitled Extending the Fire District State of Emergency to June 10th, 2020 at 8:00 P.M. Chief Gaudet stated that although things have slowed down with the Coronavirus it is probabley a good idea to extend the fire district's emergency declaration incase of surges or staffing shortages in the future. Director Wokurka made a motion to adopt Ordinance 20-9 and a roll call vote was taken with the following outcome:Director Gary Boyer - AyeDirector Matt Woods - AyeDirector Marcy Wokurka - AyeOrdinance 20-09 passed without ojection

COVID-19 Update

Chief Gaudet presented the Board with a comprehensive COVID-19 report about activities and expenses to this point. The district has approximately $15,050.63 as of this date. All members are currently healthy and Chief Gaudet thanked everyone for doing a great job through all of this. The report is attached to minutes of the meeting. 

Rescue Boat Bids

Chief Gaudet stated that in April, the Fire District advertised for the purchase of a Jon Boat to complete the district's boat purchases for the year. Only one bid was received from Ernie's Sales and Service, Inc out of Ellington, Missouri. Their bid was $13,835.00. Director Woods made a motion to accept the bid from Ernie's Sales and Service as presented. The motion carried without objection

Water Rescue/Boat Expenses

Chief Gaudet informed the Board that between $2,000.00 and $2,500.00 will need to be spent on water rescue equipment to complete the boat projection. The money will come out of the new equipment line item in the general fund. Director Boyer made a motion to apporve the expenses. The motion carried without objection.

Short Term/Long Term Disability Insurance Renewal

Chief Gaudet presented the Board with a renewal notice from the Hartford Group for our Short Term and Long Term Disability Insurnce, which is set to renew on 8/1/2020. There is no price increase and the annual cost is approximately $3,112.00 per year. Director Woods made a motion to approve the renewal with the Hartford Group. The motion carried without objection.

Turnout Gear Purchase

Chief Gaudet stated that every year we budget for 5 new sets of turnout gear and he would like to proceed with this years purchase. We have tagged on to an order with the Desoto Rural Fire District and it will cost around $12,000.00. This expense was budgeted and approved in this years budget. Director Boyer made a motion to proceed with the purchase. All were in favor and the motion carried without objection

Adjournment

Being no further business to come before the Board of Directors, Director Boyer made a motion to adjourn the meeting at 7:30 P.M. The motion carried without objection
