Meeting Opening

Call to Order

The regular monthly Board of Directors meeting of the Hillsboro Fire Protection District was called to order at 7:00 PM at via Zoom and Youtube Live, 120 Fifth Street, Hillsboro, MO 63050. Present were President Gary Boyer, Treasurer Matt Woods, and Secretary Marcy Wokurka as well as Fire Chief Brian Gaudet and Deputy Chief Jason Darian. Director Gary Boyer will “Chair” the meeting and he announced that a quorum was present. Fire Chief Brian Gaudet recorded the minutes.

Approval of Consent Agenda

Addition or Deletions

Director Gary Boyer asked if there were any additions or deletions to the agenda. There were none. Director Boyer made a motion to approve the agenda as presented. The motion carried without objection

Approval of Minutes

May 13th, 2020 Regular Board of Directors Meeting

Secretary Marcy Wokurka presented the Board with the May 13th, 2020 Regular Board of Directors Meeting minutes. After review Director Matt Woods made a motion to approve the minutes as prested. The motion carried without objection.

Financial Report

Previous Months Financial Report

Treasurer Matt Woods gave the financial report for month ending May 31th, 2020. Total in all District accounts   $1,068,680.20Liabilities                                 $1,298.78Director Gary Boyer made a motion to file the treasurer's report for audit. A detailed treasurer's report is attached hereto and made part thereof.

Approval of Ordinance for Disbursements and Paying of the Bills

Treasurer Matt Woods presented the Board of Directors with Ordinance 20-10 to appropriate funds to pay claims and demands for the month of May 2020. Director Gary Boyer made a motion to approve Ordinance 20-10 as presented and a roll call vote was taken with the following outcome:Director Gary Boyer - AyeDirector Matt Woods - AyeDirector Marcy Wokurka - AyeOrdinance 20-08 passed without objection

Fire Chief's Report

Previous Month's Alarm Report

For the month of May, Chief Gaudet reported the district ran 92 calls. It was a busy month.

Written Chief's Report

Chief Gaudet discussed the written report attached to the official minutes and gave an update on district activities. Director Woods asked for an updated on the truck and Deputy Chief Darian stated everything is still on track. Chief Gaudet discussed with the Board the training of Firefighter Stephanie Jackson to help with payroll and accounting. Chief Gaudet wanted a 3rd layer incase the Chief and Deputy Chief both get injured or sick at the same time. The Board of Directors were in favor. 

COVID-19 Update

Chief Gaudet discussed the attached COVID-19 Report. Chief Gaudet stated things with COVID have really slowed down and we are hoping the worst is passed us. Chief Gaudet is recommending not to extend the Fire District State of Emergency. The Directors were in favor of not extending the State of Emergency.

Old Business

Tax Increase Update

The Chief and Board discussed the failure of the tax increase. Obviously COVID and civil unrest played a huge role in the failure of the measure. Voter turnout was extremely low for our area. After a long discussion is was determined to wait and see what happens with society over the remainder of this year prior to making any decisions moving forward. 

Predesign Project

Chief Gaudet reported that although the tax increase failed, the pre-design project has been very helpful for future planning. There should be a presentation

Rescue Boat Update

Chief Gaudet reported that crews have been training on the inflatable boat. The Jon Boat was ordered and should hopefully be here any time now. Chief Gaudet is hoping both boats will be in service by the middle of July..

New Business

UTV Purchase

Chief Gaudet reported that the financial health of district is in good shape. A drop in income didn't happen as of yet due to the pandemic. One of this years strategic goal was to purchase a UTV. This UTV will help with outdoor searches, brush fires and large crowd gatherings. Chief Gaudet advertised for bid the UTV in the Jefferson Countain to comply with state law. A full report of the received bids is attached to the official minutes. After review of the bids, Administration is recommending to purchase the UTV from Surdyke Motorsports in Festus. Their bid price is $12,414.00. Chief Gaudet stated a skid will need to be purchased for the bed of the UTV also. This will carry a water tank and patient carrying capacity. Only one bid was received for the skid unit from MTec Inc. for the amount of $4,795.00. Chief Gaudet stated a trailer will also be needed for hauling the UTV. Chief Gaudet asked a budget of $2,000.00 be allotted for the trailer purchase. Director Gary Boyer made a motion to purchase the UTV in the amount of $12,414.00 from Surdyke, the skid from MTech for $4,795.00 and allow up to $2,000.00 for the purchase of a trailer. A roll call vote was taken with the following outcome:Director Gary Boyer - AyeDirector Matt Woods - AyeDirector Marcy Wokurka - AyeThe motion carried without objection.

Swearing in of Firefighter Alex Darian

A ceremony was held to swear in Firefighter Alex Darian with the Board, Chief's and his family.

Being no further business to come before the Board of Directors, Director Boyer made a motion to adjourn the meeting at 7:30 P.M. The motion carried without objection
